14-stage binary ripple counter with clock input (CP), asynchronous master reset (MR), and 12 buffered parallel outputs (Q0, Q3-Q13). Advances on HIGH-to-LOW clock transition; MR clears all stages independent of clock state. Operates from 2.0V to 6.0V with CMOS low power dissipation and TTL-compatible input levels. Suitable for frequency dividers, time delay circuits, and control counters.

Why does this need a breakout?
The 1.27mm pin pitch on this 16-pin package makes hand-soldering impractical and breadboard mounting impossible. A breakout board brings the pins to standard 2.54mm spacing, enabling quick prototyping of RS-232/RS-485 transceivers, ADCs, and line drivers without requiring surface-mount soldering skills or PCB fabrication.
