Why does this need a breakout?
SO-16 packages feature 1.27mm pin pitch and surface-mount pads that are difficult to hand-solder reliably and impossible to breadboard. A breakout board breaks out all 16 pins to standard headers, enabling quick prototyping of RS485 drivers, DACs, comparators, and logic gates without soldering tiny leads or designing custom PCBs.
